They can delay some payments from time to time but they will usually always pay in the end. If one gets limited on all licensed bookmakers, if you want to keep making some money, you have no choice but to use sites that are not licensed in your country. Of course it brings its own risks but this is the nature of this whole business. Everyone can decide for themselves.
