Why do some sure bets only have win or lose for match odds? What if there's a draw?

Example:
Hilal Al Quds vs Markaz Tulkaram
Soccer, Palestinian - Palestinian West Bank Premier League
3.2%

The sure bet interface tells me to bet for the home team to win, and for the away team to win, but doesn’t say anything about the draw result. If there’s a draw will I lose my full stake? If so how is this arbitrage / sure betting?
